I. Duties, powers and scope of responsibilities of the Chairman of the Commune People's Committee
1. Duties and powers
a) Lead and direct the general work of the Commune People's Committee and members of the Commune People's Committee;
b) Lead and direct the implementation of tasks related to organizing and ensuring the implementation of the Constitution, laws, documents of superior state agencies, of the Commune People's Council and Commune People's Committee; perform tasks related to national defense, security, ensuring social order and safety, fighting, preventing and combating crimes and other violations of the law, preventing and combating bureaucracy and corruption; organize and implement measures to protect the assets of agencies and organizations, protect the lives, freedom, honor, dignity, property, and other legitimate rights and interests of citizens; implement measures to manage the population in the commune according to the provisions of law;
c) Manage and organize the effective use of public offices, assets, working facilities and assigned state budget in accordance with the provisions of law;
d) Resolve complaints, denunciations, handle violations of the law, and receive citizens in accordance with the provisions of law;
dd) Authorize the Vice Chairmen of the Commune People's Committee to perform tasks and exercise powers within the scope of authority of the Chairman of the People's Committee;

e) Direct the implementation of measures to protect the environment, prevent and fight fires and explosions; apply measures to resolve sudden and urgent tasks in the prevention and control of natural disasters, epidemics, security, order and social safety in the commune in accordance with the provisions of law;
f) Perform tasks and exercise powers assigned or authorized by superior state agencies.
2. Scope and responsibility for handling work of the Chairman of the People's Committee

a) Take personal responsibility for the performance of assigned tasks and exercise powers in accordance with regulations; together with other members of the People's Committee, is collectively responsible for the activities of the People's Committee before the People's Council of the same level, the higher-level state administrative agency, the local People and the law.
b) Directly direct the resolution or assign the Vice Chairman of the People's Committee to preside over and coordinate the resolution of issues related to many sectors and fields in the locality. If necessary, the Chairman of the People's Committee may establish advisory organizations to advise and assist the Chairman in resolving work.
c) Authorize the Vice Chairman of the People's Committee to act on behalf of the Chairman in managing the work of the People's Committee when the Chairman of the People's Committee is absent.
d) Sign decisions of the People's Committee on behalf of the People's Committee; issue decisions, directives and instructions, and inspect the implementation of such documents in the locality.
Scope and responsibilities of the Vice Chairman of the People's Committee

The Vice Chairman of the Commune People's Committee in charge of the economic sector: in addition to performing the tasks and powers prescribed in Article 122 of the Law on Organization of Local Government 2015, the tasks and powers assigned by the Chairman of the Commune People's Committee and must be personally responsible for his/her work before the law, the People's Council of the Commune, the People's Committee of the Commune and the Chairman of the People's Committee of the Commune in the following areas: land, environment, agriculture - forestry - fishery, budget revenue sources, one-stop department, new rural areas... in charge of directing specialized departments to complete monthly, quarterly and annual reports on socio-economic, national defense and security in the area.

Vice Chairman of the Commune People's Committee in charge of the socio-cultural field: in addition to performing the tasks and powers prescribed in Article 122 of the Law on Organization of Local Government 2015, the tasks and powers assigned by the Chairman of the Commune People's Committee and must be personally responsible for his/her work before the law, the Commune People's Council, the Commune People's Committee and the Chairman of the Commune People's Committee in the following fields: War invalids and social affairs, culture, arts, physical education, sports, radio, health, education... in charge of directing specialized departments to complete monthly, quarterly and annual reports on socio-economic, national defense and security in the area. Within the scope of assigned work, the Vice Chairman of the Commune People's Committee has the following duties and powers:

a) Directing branches, units, cadres, and professional civil servants under the Commune People's Committee to advise the Commune People's Committee to develop legal documents, planning, plans, programs, projects, preliminary and final reports on the development of sectors, fields, and localities to submit to the Commune People's Committee and the Chairman of the Commune People's Committee.
b) Inspecting and urging branches, units, cadres, and professional civil servants under the Commune People's Committee in organizing the implementation of decisions of the Commune People's Committee and directions of the Chairman of the Commune People's Committee; the Party's guidelines and policies, and the State's laws in the fields under his/her charge; detecting and proposing issues that need to be amended and supplemented.
c) Solving specific issues arising daily within the authority assigned by the Chairman of the Commune People's Committee; Consult the Chairman of the Commune People's Committee to handle issues related to mechanisms and policies that have not been regulated by the Commune People's Committee or other important issues.
